Phạm Quang Dũng hoàn thành luận án Tiến sĩ Khoa học máy tính vào năm 2011 tại trường Đại học Catholique de Louvain, Vương quốc Bỉ. Hiện tại, TS. Phạm Quang Dũng là giảng viên Khoa học máy tính, Trường Công nghệ Thông tin và Truyền thông, Đại học Bách khoa Hà Nội. Lĩnh vực chuyên môn của TS. Phạm Quang Dũng là tối ưu hoá tổ hợp. TS. Phạm Quang Dũng đã có một số công bố khoa học trên các tạp chí và hội nghị quốc tế chuyên ngành như: Annals of Operations Research, Journal of Constraints, International Journal on Artificial Intelligence Tools, Transportation Research, International Conference on Principles and Practice of Constraint Programming, International conference on integration of AI and OR techniques in constraint programming for combinatorial optimization problems.
